Biographical Overview

Dr. Craig E. Hartzer is Clinical Professor and Director of the Executive Education Program in the School of Public and Environmental Affairs at Indiana University. His affiliation with Indiana University's School of Public and Environmental Affairs and teaching public affairs started in 1987. Over the last eighteen years, Dr. Hartzer has taught various courses in state and local government, public management and urban economic development while working in local and state government. Specifically, he has most often taught public management in the Master of Public Affairs graduate program at the Indianapolis campus.

Dr. Hartzer has more than twenty years of high level experience as a leader and manager in local and state government. He served as the Deputy Mayor for the fifth largest city in Indiana, held several very responsible positions in Offices of the Indiana Governor and Lt. Governor and he has led various large complex organizations in state government during the last fifteen years including, for example, the Department of Workforce Development and the $11 billion Public Employee Retirement Fund. Dr. Hartzer has substantive academic training, extensive classroom experience at the undergraduate and graduate levels, made presentations to professional organizations at the national, state and international arenas, and has significant leadership experience in public sector organizations. He has two children and one granddaughter. Dr. Hartzer makes his home in Indianapolis with his significant other, Ms. Amy Stewart a partner in the law firm of Bingham McHale LLP.
