Biographical Overview

Dr. Craig E. Hartzer is Clinical Professor and Director of the Executive Education Program in the School of Public and Environmental Affairs at Indiana University. His affiliation with Indiana University's School of Public and Environmental Affairs and teaching public affairs started in 1987. Dr. Hartzer taught various courses in state and local government, public management, and urban economic development while working in local and state government. Specifically, he has most often taught public management in the Master of Public Affairs graduate program at the Indianapolis campus.

Dr. Hartzer has more than twenty years of high level experience as a leader and manager in local and state government. He served as the Deputy Mayor for South Bend, Indiana, and was the Policy Director for Lt. Governor and Governor Frank O'Bannon. He also led large complex organizations during his last eight years in state government including, for example, the 1200 employee Department of Workforce Development and the $11 billion Public Employee Retirement Fund. Dr. Hartzer has substantive academic training, extensive classroom experience at the undergraduate and graduate levels, made presentations to professional organizations at the national, state and international arenas, and has significant hands on leadership experience in public sector organizations. He has three children and two grandchildren. Dr. Hartzer lives in Indianapolis with his significant other, Ms. Amy Stewart, a partner in the law firm of Bingham McHale LLP and their son Fernando.
