Dr. Niu is visiting scholar of IUPUI (August 2008-July 2009). She got her PhD in public administration from University of Nebraska at Omaha. Dr. Niu is currently an associate professor of the School of Government, Sun Yat-Sen University, China. Her research interest focuses on public budgeting and financial management. Dr. Niu has done numerous consulting projects for the Chinese governments and has assisted a number of Chinese local governments in implementing budgetary and legislative reforms.
